For most bulk carrier, The ship stowage planner gives attention to two or more things such as the longitudinal force the ship endure, the total shifting distance of the loading machine and so on which cause the problem of safety and cost during the process of ship's loading and unloading. It is possible to increase the operational cost and influence the ship's safety if the operator pursuits one target or more but ignores other factors. Therefore, This paper gives the viewpoint that on the basis of the requirement of the ship's strength, the loading and the unloading efficiency are requested. The operator has to make ship's minimum hurt caused by the shear force and bending moment during loading or unloading process and to decrease the total distance caused by the shifts of loading or unloading machine which takes a great role in the ship's loading and unloading efficiency.Firstly, This paper makes use of theory that the dispersion of shear force and bending moment caused by the adjustment of small load is basically proportional relationship. For given initial state of ship's longitudinal force.This way can make the shear force and bending moment the ship endures optimum. On the basis of using present loading computer named Mxmacs3, the operator makes full use of the functions supported by this software (such as the realtime index checking function) to get the loading collections of the feasible loading way by analyzing the ship's strength distribution curve, which instructs the operator to determine which loading hold to load bulk and which ballast tank to exclude the ballast water. The operator determines which hold to be load or unload and which ballast tank to exclude or include by the analysis of ship's strength distributional curve, which is more or less uncertain and leads the diversity of the cases.During the bulk carrier's loading or unloading process, people pay more attention to two problems including ship's strength (shear force and bending moment) and the total shifts of the loading or unloading machine movement. And this equals to the same problem as how to minimize the ship's strength including shear force and bending moment and the total shifts of the loading machine during the whole loading process. The paper uses the compound target decisive matrix to deal with this problem, the operator distributes respective weight decided by one's personal prejudice to the relative decisive variable, comparing all the feasible case from the collection and taking all-over consideration of the three factors, thus, it offers the most optimum way of loading bulk and excluding ballast water. What's more, there is a presupposition that all the choices from the collections are feasible and satisfied with all the compulsory index regulated by the related authority, these indexes include ship's strength, the maximum draft, the minimum draft, trim, stability and so on, which guarantee the chosen way must be feasible and it...
