This essay stems from the problem with which TianJin port is confronted, contributes to the research method and theory on how to allocate equipment in order to optimize the efficiency of the loading and unloading assembly line. Up to now, there is no a ripe method on that above. So, this paper applies optimum method and economics theory, attempts to set up a series of analyzing methods and optimum models to improve the efficiency of dock loading and unloading, and reduce the operating costs, and increases more profits. The foundational data on the basis of which I research come from TianJin port.This paper is divided into eight sections. The first part compares the current research methods available between inland and outland, puts forward the goal, which the paper set out to pursuit, and the realistic meanings, as well as the theory foundation of this research. The second part analyzes the components of the dock loading and unloading system, and the relationships between each component. Furthermore, it distinguishes between junior factors and senior factors, between external variables and internal variables, and grasps main factors for further research. The third part analyzes the constitution of efficiency and variable cost of machinery, and gives formulas to calculate the efficiency, as well as the unit cost of dock machinery. The fourth part concentrates on the crucial section, dock crane, and establishes a model to allocate dock cranes, and gives a solution. Then, as such, the first goal toward maximum efficiency is obtained. The fifth part establishes the model to allocate flow machines in the assembly line according to above dock crane efficiency, furthermore, uses dynamic planning method to draw a final solution in order to reach maximum efficiency and minimum cost of the assembly line. The sixth part tries to find a way to improve the efficiency of dock loading and unloading system. The seventh part gives a method about how to possess optimum machinery number by employing probability tool. The last part gives a summary of the paper, and brings forthfurther problem, which this paper remains unsolved.
