The traditional method for electric-power field checkout, with its shortcomings of low efficiency, acquiring data mistakably, inconvenient information maintenance and management, collects and records data manually. Therefore, developing an innovative Electric-power Field Checkout System (EFCS), owning the ability of paperless data acquisition combined with intelligent data processing, has the significant meaning from both the perspectives of management theory and engineering practice.In this thesis, we design and implement the EFCS with mobile database mechanism employed in it. The system uses PDA checkout terminal to record checkout results paperlessly. And the design intention of main station aims at data storage, processing, maintenance and management. Moreover, mobile database mechanism is adopted to enhance data updating efficiency between PDA checkout terminal and main station. The adopted mobile database employs Bi-directional Difference Synchronization (BDS) as its solution for data synchronization. The algorithm is implemented when developing data synchronization module.The thesis describes requirements analysis of the entire system, function designing and module developing thoroughly. Description touches several aspects including logical design and physical design of the database, module dividing for PDA terminal and main station, implementation of data synchronization. Meanwhile, we test and evaluate functions of the EFCS both in top level and module level. The test results indicate that the system performs very well and the developed functions match with our original intention perfectly. In sum, the EFCS is indeed an outstanding application of electric-power Management Information System (MIS).
