Construction Of Small Towns In China In Land Use Planning Evaluation System,

Urbanization is inevitable trend for modernization of our country; small towns play an important strategic role in urbanization. Land as the main resource, adjustment of industrial structure, population gathering and foundation facilities construction of towns is turned into realities through reallocation of it. So it has important realistic meaning to build land utilization system with reasonable structure and intensive use. By discovering characteristics and existing problems of town's landuse, paper finds out the law of dynamic changes, analyzes affecting factors and establishes scientific evaluating system for landuse of small towns, finally achieves maximization of comprehensive benefit on landuse during urbanization.Absorbing excellent theories in traditional concept of landuse in our country, paper emphasizes preferential principle of the ecology and principle of protecting farmland of evaluating system.In view of macrocosmic and microcosmic, paper analyzes the main affecting factors of small town's landuse including economy, society, ecology, with urbanization development of Mentougou district in Beijing, which prepares for building evaluation index system.Based on the meaning of landuse of small towns, according to "land intensive use concept", "sustainable development concept", "regional concept", paper puts them forward to establish the evaluation index system for landuse of small towns from the aspects of resource aim, social aim, economic aim, ecosystem environment aim and land intensive utilization.Based on the evaluation system, it uses comprehensive evaluation method of many items to evaluate landuse of small towns, then builds evaluation program.paper proves necessity and feasibility of landuse evaluation system through evaluating landuse condition of ShiMenYing district and ZhongMenSi district in LongQuan town, Beijing. Then did this two districts landuse planning.We combine GIS strong calculation and statistics function, three-dimensional model capability with CA theory's dynamic function; integrate to GIS-CA system. As the technological support, it guarantees evaluating system of scientific prediction and maneuverability.Finally, This paper suggests building planning support system of small towns' landuse to improve planning establishment, planning approval and planning practice.
