A Study On The Evaluation System About The Landuse Connection Between Urban Master Planning And Regulatory Detailed Planning

Presently, China is still in a rapid urbanization process, the population in the cities is growing fast and the cities are expanding rapidly. On this situation, new demand for land is emerging constantly, so as the conflicts between people and land is becoming more and more obvious. Land is the material and spatial basis of urban construction, rationality of the landuse is directly related to the social-economy development and ecological security. While the urban master planning and regulatory detailed planning are landuse arrangement in different scales.Legally speaking, the urban master planning is the guidance and foundation of the regulatory detailed planning but it does not restraint how much or how the regulatory detailed planning should be consistent with the urban master planning. On the other hand, in the planning practical and theoretical area, little consideration about landuse convergence between the urban master planning and regulatory detailed planning, which also cause contradiction between the two.Based on understandings above,, this paper attempt to explore the relationship between urban master planning and the regulatory detailed planning from the perspective of landuse convergence, and a index system is built to evaluate the convergence level. We also take Northbound region in Nanjing as a practical example, aimed to provide the technical reference and academic support to landuse convergence between the two plannings. The research topics include the following aspects:The first part:an introduction to research background and a summary of this paper. It summarizes the selection of the research subjects, the background and importance of the researches, as well as achievements in relative researches at home and abroad. Besides, the research targets, contents, routes, and methods are also introduced in this part. At last, the research framework is established in this part based on the studies mentioned above. Specific research include:clarify research thoughts and give the previous research on planning evaluation, the relationship and landuse planning between urban master planning and regulatory detailed planning, the connotation of public interest in the plan.The second part:Build the theoretical framework. Using the method of combining theoretical and empirical analysis, we select the convergence indicators based on the features which are related to landuse and spatial relationship between the two planning. And determine mandatory and rigid requirements of all the indicators in the master planning, classify the convergence level to same, compatibility and similar these three type.The third part:Build the evaluation system. On basis of the land convergence indicators, we use hierarchy analytic and expert consultation method to build the evaluation system, including related index weights, Depending on the type of land convergence, we made the same, compatibility and similarity assessment by using spatial analysis in GIS, and obtain the corresponding index value.The fourth part:practical research. We take Northbound region in Nanjing as a study case, and evaluates the landuse convergence between the two planning, so as to provide some recommendations.The fifth part:a conclusion of the research. We first summarize research conclusion, next extract renovation, then point out the lack of our research, and at last clarify our next research direction.The studies of this paper have multiple levels of exploration and innovation significance.:firstly, the establishment of the system about landuse connection between urban master planning and regulatory detailed planning. this give the support to evaluate how much the regulatory detailed planning matches the intention of the master planning, and also to guide the establishment of the regulatory detailed planning. Secondly, the mode of landuse convergence between the two planning should include the same, compatible and similar three type; Thirdly, on the base of traditional1to9scale analysis, we increase the elements of sort to improve credibility of results in hierarchy analytic process method.
