At present, the railway transport capacity of our country can not meet the country's economic development need and is lagged far behind by the countries such as the United States, Japan, India and so on. Morever it is incompatible seriously with the population, area, economic development of our country and hampered the economic development seriously.In order to accelerate the expansion of the railway transport capacity, the Ministry of Railways proposed the idea of the leap-forward development strategy, that is to accelerate the construction of a developed railway network and draw the grand blueprint of expanding the scale of the network, improving the network structure,making the structure of the main lines and the subordinate lines reasonable, harmonizing the capcity of the station and the line and improving the quality of the network.As far as the Longyan Region located in the southeast coastal developed areas concerned,the unharmonized of the transport demand and the transport capacity become more and more evident. In order to meet the demand of the rise of the economy and the development of the industry, the transport capacity of Longyan Railway Region must be enlarged urgently.The general principles for enlarging transport capacity of the lines have been introduced in this article, also contained the rehabilitation programmes and measures to enlarge the transport capacity of the existing lines; Focusing on the aspects of the economic development, urban construction, social undertakings, mineral and water resources distribution, the article deeply analysed the backround the enlarging transport capacity restruction of the Longyan Region.Through the evaluation on the urban construction and transport developments and based on the demand of passenger and cargo forecasted by numerical method and produce-sale equality method , the article discussed the necessity of Longyan Region railway expansion and proposed the development strategy of Longyan Region railway expansion. Finally, taking the passenger and freight stations ruled by the Longyan Railway Ltd. as the example, the article analysed actuality and the problems exsiting in the station and proposed the expansion strategy, time of construction and invest estimate and so on. After comparing the selecting-line schemes of Longxia new line, the article proposed the operating system and transport organizations program.
