At the present time, construction of large-scale transportation infrastructures urges transportation test lab to establish effective quality system and suffice to supply the test results which should accord with pertinent criterions and realities in our country. After entering into WTO (World Trade Organization),while many large foreign testing organizations are swarming into China, domestic market competition urgently requires transportation test lab to establish quality system according to international practices and the scientific and just principles, enhance the monitoring and management of test labs, increase more investment in lab infrastructures, improve the level of test technology and the quality of test work, and guarantee to supply valid service by fair deeds, scientific means and exact results.This paper aims for researching and establishing a quality system for transportation test lab, based on the standard, the appraisal criteria for the qualifrication confirnation of laboratory. Through practically operating the quality system and evaluating the test quality, it is confirmative that the test lab is able to work out satisfactory test results of norm and validity, and that the capability can be improved further by continuously improving the quality system. Main contents and innovations are as follows:First, expatiate the development of laboratory accredidation and metrology accredidation in china and in internate, introduce the content of the two standards: The appraisal criteria for the qualifrication confirnation of laboratory, General requinements for the competence of testing and calibration laboratories(ISO/IEC:17025), indicate the relation and difference between them.Afterwards, it clarifies the fundamental concept of quality assurance system for transportation test lab, puts forward its guidelines and aims of quality, then constructs the quality assurance system, which contains management, technology, and assurance of six aspects for test work, namely, organization structure, precondition, process, result, client service quality and auditing of quality assurance system, and advances measures for effectively operating it. This paves the way for domestic transportation test lab to work out test results according to international criterions and realities. Next, according to the appraisal criteria for the qualifrication confirnation of laboratory, based on quality assurance system for transportation test lab, this paper establishes the three-level-index evaluation system of testing quality for transportation test lab, and puts forward the quantitative methods of various indexes. It provides scientific references to evaluate the operating effect and testing quality.Furthermore, this paper discusses the process and method of multiple-index comprehensive evaluation, pointing out some key points, including index standardization, attaching weights to indexes, the method of compounding comprehensive evaluation. Considering the specialties of quality evaluation for transportation test lab, this paper states that the methods of subjectively attaching weight and fuzzy comprehensive evaluation are respectively effective methods for choosing weights and compounding comprehensive evaluation, and uses AHP (Analytic Hierarchy Process ) and fuzzy comprehensive evaluation respectively to attach weights and compound indexes in evaluating the effect of quality assurance system and test quality for transportation test lab, which is proved a scientific and effective method.Finally, the positive analysis of the operation of quality assurance system and test quality is made, which verified the validity and the operation ability of the theory and methods put forward in this paper.
