Energy sources have been one of the key factors which restrict the healthy development of the human society. China's economy is still lingering on the primary development phase, and the economic development highly depends on the energy sources. The energy sources in China are of various kinds and abundant in quantity, but everyone can only share a little, so the energy gross in China is in short supply. The quantity of the individual possession of coal, oil and natural gas is much lower than the average level in the world. Obviously, the supply of high quality resource in China is in shortage, and the oil supply is heavily dependent on the importation. As the second largest country in the consumption of energy sources, the energy sources used in China are mainly coals, and China is the primary consumption country of coals in the world. It's a serious problem that there are not sufficient energy sources in China and China's energy efficiency is much lower than that in the developed countries, of which is called the "bottleneck restriction" of energy sources. The exploration of the energy sources has resulted in severe damages to the environment, such as land, water.Since the quantity of the individual possession of resources is quite limited in China, the contradiction between the resource supply and requirement is severe, and the resources in support is very pinching, the dependent on coal importment is increased year by year. The energy sources consumption per unit production value is very high because the energy efficiency in the processing and conversion of energy sources is low and the utilization manner of coal is irrational. In the industry structure of Shandong province, the industries of high energy comsumption level account for a considerable proportion, and the industries of high technologies, high added value and saving energy account for a low proportion, which results in the increase in the wastage of the industry energy source and in the level of the primary energy-consumed industry. Shandong province becomes the largest energy consumption province in China in 2005 with the total energy consumption reaching 2.36 hundreds million tons standard coal and the ten thousand GDP energy consumption reaching 1.28 tons standard coal, which is higher than China's average level (1.22 tons standard coal).Shandong provincial government calls for an energy-saving goal that the ten-thousand GDP energy consumption be reduced 22% than that in 2005 by 2010. In order to ensure the energy source supply and sustain the economy increasing continuously, rapidly and healthily, the energy source structure must be optimized, the energy saving must be developed, and the energy efficiency must be improved greatly.Processing energy utilization test, carrying out monitor to the high energy-consumed industries such as steel, nonferrous metal, building materials, chemicals and petrochemicals, and carrying out monitoring to the energy utilization of the key units and the primary energy-consumed equipment and the technology system, are the efficient measures to make the contradiction of the energy sources restriction reduce and make the quality and benefit of economic improve.This paper develops a new system for the data processing of energy sources utilization taking the full advantage of the multisensor data fusion technology, which is based on advanced computer technology of the state-of-the-art, the characteristics of the on-site measurement and the demand of test report processing. The system is strictly conformed to the corresponding standards, criteria and regulations. The paper has optimized every step in the energy utilization test to design the program for the test data processing and the test reporting. The data process system can improve the accuracy and validity of test, reduce the work intensity of data acquisition and processing, enhance the communion between the manipulator and computer, and improve the entire test efficiency. The developed system could avoid the restrictions on the test conditions related to the traditional testing means to a certain extent and the test uncertainty of single sensor, improving the technology performance of the entire test system. The system provides a practical platform for achieving the automatic testing and reporting of the paper work for the energy utilization test.
