The opportunity already was mature for Jiangsu to develop wind electricity vigorously. But, wind electricity development starts late in Jiangsu, so there are many barriers, just as, wind resources appraisal isn't fine, the cost is high, policy support dynamics is insufficient, the air blower is not mature, the equipment localization degree is low and so on.Then, this paper analyzes Jiangsu's wind electricity capacity by unifing the qalitative and the quantitative analysis, considering wind resources, electricity emand, and lectrical network capacity. Then points out that Jiangsu has rich wind and the shallow seas and tidelands resources, it can definitely satisfy the demands of large-scale wind farm; Jiangsu is a economic province, the electricity demand will be big in the future, the wind electrical equipment will have broad market space; Although the electrical network of Jiangsu is better than other areas, but electrical network still is the weak link of wind electricity development.Finally paper presents the suggestions of the development of wind elecftricity in Jiangsu: it should locate the market at the government, enterprise with environmental protection consciousness as well as other latent consumer groups; formulate executive regulation at provincial level, and establishes policy frame which take the quota makes (RPS) as the core, in national law frame foundation; The electrovalence must implement the encouragement electrovalence, and the sale electrovalence should adopts the electrovalence to share and voluntary subscriber system to guarantee the electricity should be saled; Uses two kind of wind electricity development pattern, which are large-scale incorporation and non-incorporation to advance the wind electricity development of Jiangsu; proposes Jiangsu to fully use the resources superiority, constructs along the sea breeze can the industrial belt.
