Exhausting nonrenewable energy, energy supply of sustainable development and the national energy security issues have been great concern to all countries. In 2005, Chinese government passed the renewable energy law to promote the development of renewable energy use, energy supply and improve energy structure and ensure energy security, environmental protection and socioeconomic sustainable development.As for clean, renewable, low cost, reliable and their convenience, wind resources have been one of the most important energy applied in more than 70 countries. Many countries have spending on efforts to promote the development of wind energy especially to offshore wind resource. The beaches and coastal in the east of Jiangsu province in particular provide a good condition in construct the offshore wind farm. We are still far from developed countries in the policy to guide the rapid growth of renewable energy and offshore wind. Lack of the wind resources basic research and market perceptions of bias is seriously hampered the process of our wind industry development.On the background of international wind exploitation and wind power generation industry development, make use of foreign advanced mode and management expertise and resources, analyzed resource potential of coastal wind, this paper establishes the offshore wind in the development and utilization of such comprehensive assessment model from economic, social and environmental perspectives. In order to accelerate the implementation of the wind power generation industry, the author takes Jiangsu province for example to pursue the indicator system of inspection and evaluation model of rationality. Comprehensive evaluation model will provide an effective policy instrument for our wind power generation industry development in the future.
