Analysis On The Reasons For The Adjustment Of Regulatory Plan In Panyu District,Guangzhou

Regulatory adjustment,as an important tool for the government to carry out "flexibility" control at the regulatory level,plays an important role in correcting the deficiencies of existing regulatory regulation and improving the applicability of regulatory regulation in the implementation and management of regulatory regulation.Regulation adjustment is one of the most important tools for government planning and management,and it will also play an important role in the new territorial space planning system.By studying the reasons for the regulation adjustment in Panyu District of Guangzhou and combining with the new requirements of territorial space planning,this thesis puts forward some suggestions on the aspects that can be improved,which is conducive to providing suggestions for the institutional construction of relevant contents in territorial space detailed planning.It is an important reference for regulating and standardizing urban planning and management.This thesis USES literature research,case studies,field surveys and other research methods,through the guangzhou panyu district regulatory adjustment of empirical research,the problem of "regulatory adjustments" more comprehensive research,the application reasons to adjust control rules,the main body,content analysis,combined with related case study of regulatory adjustment reason,Combined with the changes and development trend of the territorial space planning system in the new period,this thesis puts forward measures and countermeasures for the government,planners and the public,hoping to help the regulation adjustment work under the territorial space planning system and promote the improvement and optimization of the "regulation adjustment" work.According to the research,the regulation adjustment in Panyu District of Guangzhou can be divided into two categories: external reasons and internal reasons.The external reasons mainly include policy influence;The impact of market economy development;Problems left over from history.Internal reasons are technical problems;Coordination issues with other programmes;The connection between planning and management.Based on the analysis of the causes of regulation adjustment and the social development of panyu district and the current situation of regulation adjustment,the root causes of regulation adjustment are summarized :（1）the transformation of urban development and economic growth mode;（2）Inadequate substantive control of regulation adjustment;（3）Make up for the defects of control and regulation.Based on the reason of gauge control adjustment,combined with the requirements of national spatial planning in the new period and relevant policy change,in this thesis,from two aspects of future regulatory adjustment work Suggestions:（1）to enhance the adaptability of technical regulatory detailed planning,according to the technical requirements of the national spatial planning system,the implementation of a figure platform construction,implementing "planning-management-to build" the whole process of cohesion;Establish a dynamic update mechanism,and explore the establishment of a database platform of "status quo,planning and status quo".（2）Speed up innovation in regulation and adjustment systems,improve the linkage between regulation and adjustment and territorial space systems,establish a system of planners responsible for planning,strengthen government oversight and guidance,and standardize and improve the system of public participation.
