Control Study, Based On The Regulatory Detailed Planning Of Urban Design

Urban design is no longer a single activity of engineering design, but also a managerial-strategy-like design, that is to form effective managerial language to promote and control the urban configuration and environmental qualities. In China, urban design and statutory urban plan system, although closely linked, are independent of each other, thus a complete and effective system for the operation of urban design has not come into being. However, urban design is required to be integrated with planning system, and its management and control should also be incorporated into the management system of statutory planning as an important part. Therefore, the key issue that needs to be resolved is how to manage and control the urban design effectively on the basis of the existing management system.This thesis conducts a comprehensive analysis on related theoretical and practical problems, and on the basis of learning from the zoning regulation in the United States and "dual track" management in Shenzhen, it proposes the regulatory-plan-based management and control methods of urban design which suit our actual national conditions. And it constructs the operation framework and supporting system for the management and control of the regulatory-plan-based urban design, with emphasis on the operation mechanism, elements and strategies of the management and control.According to the framework of writing, this thesis is divided into four parts:The first part mainly deals with basic concepts of urban design, its development process in our country and relevant problems arising from practice, and, from the perspectives of theory and practice, expounds its management-oriented development.The second part discusses the role the regulatory plan played in the management system of urban design. Furthermore, on the basis of learning from the zoning regulation in the United States and "dual track" management in Shenzhen, it proposes the approaches of combining urban design with the management and control of regulatory plan and theoretically analyzes their feasibility.The third part is the core of the whole thesis. It deals with the operation framework for the management and control of the regulatory-plan-based urban design, including the following three important aspects: operation mechanism, elements and strategies of management and control.The fourth part elucidates, respectively from such perspectives as the building of organizational system, the criteria and process management of result evaluation, social participation and legal protection, the construction of supporting system to ensure the smooth running of the management and control of the regulatory-plan-based urban design.
