In our country, with a vast territory and abundant resources, but less than the amount per capita, there are significant differences in the natural resources, ecological and environmental conditions and the socio-economic development around the country. The rapid increase in population, coupled with the extensive mode of economic growth, has made the contradiction between resources and environment become increasingly conspicuous. In accordance with the requirements of the concept of scientific development, it is a fundamental way for the regional economic and social development of China's well-off society to achieve the objective sustainable development. Well than, the focal point of concern from the government and the academia is how to achieve sustainable development in recent years. It appears that the sources of these problems are they can't be guided or treated as different classification.In this context, the eleventh "People's Republic of China National Economic and Social Development Five-Year Plan" has put forward: According the capacity of resources and the environment, existing exploitation density and development potentiality, we should co-ordinate the population distribution , economic distribution, land use and urbanization patterns of China in the future, and divide the land space into four main functional areas, such as optimizing exploitation, key exploitation, restricted exploitation and the prohibition exploitation, and according to which, we should rectify and perfect the regional policy and performance evaluation, regulate the order of space exploitation and format a reasonable special exploitation structure.Based on the existing research results, this article selected peri-urban areas ---- Chang'an district of Xi'an as a research area, and using the theoretics of regional economics, urban geography, economic geography, ecological economics, and so on., we constructed a particular model adapted to the specific characteristics and scale, formulated a evaluation system in line with a specific regional scale, and build the main framework function zoning and its specific types of regional technical framework.Selecting the date from Statistical Yearbook of Chang'an district from 2003 to 2008, the Development and Reform Commission and other government departments for economic and social development of Chang'an district, as well as related Xi'an Geography map data and remote sensing image data. We analysed the advantages and disadvantages among different districts in Chang'an and their space differences from Ecological sensitivity and socio-economic development potential, and we carried out the main function zoning, and finally put forward the development plan. On the basis of the main function zoning and the empirical analysis of rural planning, this article explores interface in a specific type region between the main function zoning and rural planning to achieve the goal of a reasonable guidance to rural planning from the main function zoning.The main conclusions of this paper are as follows:(1) The development of the regional advantages grade distribution in Urban fringe area is inversely proportional to its distance from urban centers.WeiQu street and GuoDu street, the focus exploitation of Chang'an district, which have close connection with Xi'an city, have been divided into suitable development zone, an appropriate protected areas, control zones and prohibited development zone with a external positive shaped distribution. The control zones and prohibited development zone, which accounts for 41.97% in the total area, are mainly distributed in Qinling mountain areas. The suitable development zone, accounting for 40.62% distributes mainly in the northern plains.Thus, combining the results of the main functions, Chang'an district can be divided into the following development region from south to north:①the prohibited development zone, as well as the ecological protection areas close to Qinling Mountains area, is used to be a strict protection of the ecological barriers;②The northern foot of low hills of Qinling Mountain and the flat-bottomed land combined into a eco-tourism zone, which is a recreation open garden under the premise of its function of protection;③The northern area of the Suitable development zone is on the verge of the outlying areas of the core area, this spatial pattern enhance connectivity between Chang'an district and Xi'an, and build Chang'an district to achieve the function of expanding development zone of the overall plan of Xi'an.④With Guo Du street and the WeiQu street as the core, combine the north-west street with High-tech Zone, so as to form the core industrial development Zone in Chang'an district.(2) The urban fringe-level administrative units can be used as the unit of the main function zoning division.As a basic unit-level administrative units, Urban Fringe zoning, which is used for the main function zoning, can get accurately enough reflection to regional differences in the specific main functions, and can be used as district-level administrative divisions unit for the main functions of cell division.(3) The complexity of the evaluation system of the main function zoning in Urban Fringe area should be affordable to build.Peri-urban areas located Unit-level administrative data is relatively more comprehensive, but the overall level of detail on the data is still very limited, so the choice of indicators must be based on the status. Select the most suitable and representative data that reflect the characteristics of the town in the existing database, , while ensuring the representativeness and the availability of indicators and data.(4) The humanities need to protect the system data sources based on the research on index system, we need a large amount of information, and we need a strong and effective coordination from government to obtain more detailed information.(5) To determination of the pattern of the main function zoning in urban fringe area.The results of the empirical study show that the evaluation model for peri-urban areas to study the main function zoning can give an objective, accurate delineation of the main functions of urban fringe district based on the scientific concept of development, and provide a reliable basis for regional planning on this basis.
