Optimal planning for substation locating and sizing is an important part of the power system planning which is between Load forecasting and network optimization. Location of substation has a direct impact of the power system network structure, feeder lines system, power quality and operation economy. So the substation planning will affect the entire distribution network importantly. Given an advanced theory and practical engineering method will be valuable.This paper mainly discusses the optimal planning for substation locating and sizing, selects model which has none optional site. It changes the muti-site continuous locating modle into the single-site continuous locating modle using the load partition method. This paper puts forward a planning program of the existing and the new site in different methods. It constitutes an economic indicators function model based on an equal annual value analysis which considers of the investment cost and constrution of substation, the investment cost of lines and the cost of network operation. It uses 2 steps optimal sizing and locating by analyzing the math model.The optimal algorithm uses improved ant colony system. It proposes a domain discrimination method by domain grid method. So the continuous object trans discrete objects. It also improves the state transition rules, local search rules, pheromone update rule. It proves the verification, feasibility and effectiveness of the improved algorithm.The paper applies the substations planning on 220kV LUGU high-technology Chang Sha . The results compared the standard PSO algorithm in same conditions showing that the improved aco algorithm owns higher accuracy, better performance and better results. It means that this paper's research is effective.
