With rapid economic development in our country, energy and environmental problems become more and more serious. City gas as a clean and efficient energy is increasing rapidly in our city. People enjoy the advantages of the city gas; also pay more attention to its safe operation. City gas storage and distribution station as a hub of the city gas play the role of regulating, peaking and valving. It's good or bad the security situation decides whether the whole gas system normal operation and management. As a result, base on the accidents of gas station at home and abroad, we debate the hazard of city gas storage and distribution station by using the method of security analysis. Safety evaluation for city gas storage and distribution station is an important means to the level of safety management. The fuzzy comprehensive evaluation base on the uncertain-AHP is roundly considering all factors which influence safety of objects assessed. It not only analyses probability of accident, but also considers the severity of the sequence. This paper has established a suited method and software to city gas storage and distribution station' safety evaluation. We can clearly identify the weak links in the security and effective control of the risk by using it.(1) The content analyses the good and bad points of the various current commonly used safety evaluation methods and combines with the city gas storage and distribution station own characteristics. It has established the fuzzy comprehensive evaluation base on the uncertain-AHP;(2) Do the analysis the risk factor of city gas storage and distribution station, and conceiving city gas storage and distribution station safety evaluation system and model;(3) Determine the weight of the factor by uncertain-AHP and takes the weight of factor into optimization problems, and develop a software model for calculating the weight with genetic algorithm and matlab powerful computing and visualization capabilities;(4) Do study carefully the determine membership methods of the bottom of the index factors and chooses the best one to expand its membership function to determine the order of the single-factor evaluation matrix;(5) Do analysis the consequences of the explosion of High-pressure gas tank and combines with the gas explosion theory, determining the extent of the damage region-wide of vapor cloud explosion and physical explosion of natural gas tank by using overpressure damage criteria.(6) Build a software of city gas storage and distribution station' safety evaluation by using Visual Basic 6.0. The software is "operate-easily, user-friendly" and it has the function of data management, safety evaluation, explosion consequences analysis and so on. The software realizes the automated process of safety evaluation of city gas storage and distribution station.(7) Do a safety evaluation to a gas storage and distribution station in ChangSha by using the software , which can provide some advice to those unsafely factors after working out the safety result of the certain safety evaluation.
