With the modernization of the city,the groundwater resources are overexploited,and the surface runoff is increasing in a large number.As a result,the pressure of urban drainage system is increasing,resulting in a series of problems such as urban waterlogging and water pollution.Currently,more than half of the country's 600 cities are water deficient cities,with 108 of them seriously short of water.To solve this series of "water problems",the ministry of housing and urban-rural development launched “Technical guide for sponge city construction” in November 2014.It is pointed out that cities should promote and apply the low impact development model with environment,and the regulating storage tank is one of the powerful measures.In the construction of the regulating storage tank,the first step is the site selection,which is also the most critical step.However,how to evaluate the existing site selection or the proposed site selection lacks a complete method system at present.This paper conducts research in this environment.The main research work includes:(1)A factor set construction method was introduced to select the site selection factors for the sponge pool.That is,establish a set of factors that affect the site selection of the regulating storage tank by interpretative structural modeling(ISM),and then analyzing and processing the factors of the level of the ladder,solve the problem of intricate and fuzzy relationships between factors.(2)An objective factor evaluation method was proposed to solve the problem of fuzzy evaluation of factors.This method adopts the situation that the factors are divided according to the qualitative type and the quantitative type,and establishes the specific membership function of each factor,describes the degree of membership of each evaluation criterion by this function,and systematically determines the relationship between the factor and the evaluation criterion.(3)An improved fixed-weight method was proposed to solve the influence of subjective factors in the simple analytic hierarchy process.Aiming at the problem of fuzzy evaluation matrix in AHP,the triangular fuzzy number is introduced,replacing the single point evaluation in AHP with the evaluation interval,the fuzzy degree is slightly better than the AHP method,and it weakens the influence of subjective factors in judgment.Constitute a triangle fuzzy number of evaluation matrix to evaluation,that's using a weighting method base on triangle fuzzy number and analytic hierarchy process(TFN-AHP)to determine the weights for the factors at each level.(4)A set of fuzzy comprehensive evaluation scheme for regulating storage tanks is constructed,it provides a scientific and reliable basis for the selection of such sites.With an example where the regulating storage tanks are located in the "ehu park and binhe road junction" of Pingxiang city,china.After the actual investigation,the fuzzy comprehensive evaluation is implemented,and the evaluation grade in this fuzzy evaluation system is judged in this paper.The finally evaluation results show that the site selection is the "perfect site",it proves that the location decision is scientific and reasonable,at the same time,it proves that this method to construct a system of fuzzy comprehensive evaluation of site selection of regulating storage tank has certain feasibility in practical application.It can provide scientific and objective evaluation basis for such a site selection that makes the final decision results more objective and reasonable.
