Urban flood control planning is an important part of urban development planning, and guarantee for ensuring urban flood control security, so working out a scientific and rational urban flood control planning is very important to a city. But, urban flood control planning involves various, vast, complicated and real-time data, and how to effectively organize, manage, and analyze the information is particularly important for the correct decision-making and reasonable dispatch of the urban flood control.As a result of various reasons, it is difficult to effectively store and manage the massive data in the existing urban flood control planning information system, which is devoid of stability and integrity. This paper aims at the characteristics of various data of urban flood control planning and the actual application needs, constructs the flood control planning information system where Zhengzhou serves as engineering background, using the powerful spatial data management and analysis of GIS to design and implement the system, and enable it play an important role in urban flood control. The main content in this paper is following:(1) Processing planning district data. Taking into account the actual situation of Zhengzhou flood control planning, the paper sorts out various data of planning district, carries out vector processing with powerful ArcGIS platform, creates the topology relationship to correct errors, and edits the attribute after dealing with the data, which lays a foundation for the spatial database establishment of planning area.(2) Building the database and the electronic map. Establish the database using a new object-relational data model Geodatabase, which can support massive,continuous data and allow multi-user concurrent access, and so on. According to the characteristics of various data, design the structure of the database, and build the spatial database of planning district with the spatial database scheme that SQL Server serves as a relational database platform and ArcSDE as middleware, and finally implement the seamless integration of the spatial and non-spatial data. On this basis, make electronic map with ArcMap of ArcGIS by obtaining unitary data of planning district from the spatial database, and then setting the symbolic rendering, label, visibility, transparency, and so on.(3) Three-dimensional modeling. As for three-dimensional modeling, obtain local area data from database with ArcScene of ArcGIS, establish triangulated irregular network digital elevation model of local planning district with its 3D Analyst module; Make the lifelike three-dimensional scene by loading various vector layers, setting symbolic rendering, base heights and other properties, and then pasting texture; Generate the three-dimensional animation with Animation module of ArcScene; Finally, create the vivid video file with the third-party synthesis software.(4) Design and implementing of the system. First, design the detailed structure and function of the system; Then, implement various functions by selecting object-oriented programming language C# and ArcGIS Engine, an embedded GIS component framework; Finally, integrate the urban flood control planning information system, which provides system management, information query, data management, three-dimensional display and other functions, significantly promoting efficiency of urban flood control planning.It not only greatly enhances the developing efficiency, but also makes the system have a better applied effect to design and implement urban flood control planning information system with GIS tool and object-oriented development languages. The system can carry out integrated storage, network sharing and multi-user concurrent access to various data of planning area, possess the characteristics of rapid access, timely update and so on, and provide a technical support on efficient and scientific decision-making of flood control planning.
