In spite of influenced by the international financial risk, the national economic of Jiangsu province still shows a high development speed, the electronic load being need is increased year by year. According to the forecast of electricity balance, the insufficient gap is also very large in the "twelfth five years plan" of Jiangsu.2 more ultra supercritical thermal power generating units being built by a power company can ameliorate this electricity structure effectively, to satisfy the electricity demand during "the twelfth five years". In order to ensure that the decision of this project scientific and reasonable, this paper study this project based on the relative theory about project feasibility study and the enterprise practice(1) Through the macroeconomic policies of national electric net and the electric market demand of the economic development in Yangzhou, we research the market demand of this project, and think that although the country have some control on the thermal power generation from the national macro-regulation, while, encouraging the local area close the small thermal power generating units, recommend high parameters and high power generation, so as to realize national total aim of the energy saving and emission reduction. The 2×1000MW expansion project of A power-generation company conform to the above policy, this project can partly resolve the problem of Jiangsu province total electricity grid installerd capacity insufficiency during "the twelfth five years", and will supply large electric power to the Jiangsu economy and social development.(2)Through the feasible analysis on the factory site, installerd capacity, fuel supply, main parameters, main application power generating units and the selection model, we think that this factory location is excellent, suit to built large-scale coal-fired power unit; fuel supply can be ensured, transportation condition is fine; installed capacity-the 2×1000MW, choosing the ultra supercritical parameters, by the scheme augmentation, the technology is feasible.(3) Doing research on the financial feasibility of the project. From the financial appraisal index, we can see that the internal return rate of investment before financing is larger than the hurdle cut-off rate, the internal rate of return is larger than the loan interest rate after financing, which shows that this project has a good financial profitability and loan-payment ability; Analyzing from the sensitivity and breakeven, this project has comparative risk resist ability, so it is feasible in the financial perspective.(4) Considering that this project has the characteristics such as the long time, large finance and decision complexity of the investment, and the large number of the impact factors, we using project risk identification and appraisal theory study the risk assessment item of the project, build the risk evaluate system from the dimensions of market risk, technical risk, resource acquiring risk and the project carrying process risk, combining the advantages of fuzzy comprehensive evaluation method, study the risk estimation issue, point the best responding measures, so as to avoid or reduce the losses caused by the risks.
