Feasibility Study For Cultural Center Project Of J City

Feasibility study is an important step in the construction of the prophase work, it is the preparation of construction projects on the basis of design tasks. The aim is to achieve the best economic effects, comprehensive analysis and demonstration on the project economic rationality and advanced technology, to the project investment decision-making to provide a scientific and accurate decision, as effectively avoiding the risk, improve the investment economic effect and social effect, and lay the foundation for the next step of work. It is the basis of investment decision, is an important basis of the construction project financing, is an important basis for the construction project approval and design, is the basis of project construction and production assessment.In this paper we study the feasibility at home and abroad, research the methods and theory, from the government perspective as an investor, to do the feasibility study of the cultural center’s investment decision of J city, using the basic theory of feasibility study to determine whether the project to be construction or not. Firstly, according to the cultural development status of S province and J city, as well as the relationship between the market supply and demand analysis of the project’s social needs, demonstrate the necessity of project construction, and the project has the necessary conclusion construction. After the construction needs analysis, feasibility evaluation of project construction from two aspects----the project’s technical and economic. Technology assessment is mainly from the project site selection, design and analysis of whether to have the technical conditions of the construction project, and the technology is feasible. Impact of the economic evaluation of the project financial profitability and to the national economy, calculate the recovery period, rate of return on investment, financial net present value, economic net present value through investment, compared with the benchmark index, the project economically feasible. After analysis, effect of project on the environment and society, risk related pollution control measures and deal with social corresponding pre made before the project started construction measures.The feasibility study concluded that this project can be accepted, and put forward suggestions on the construction of the project. The results of this study can be used to the project financing and planning the basis, also can provide some reference for making a preliminary feasibility study and construction scheme of similar projects.
