With the rapid development of economy and society, China is facing the challenge that various emergencies are growing. As the country's major transport infrastructure, railway is the main artery of national economy and its safe operation is the people's livelihood event. Thus, once a sudden event happened on the railway engineering, the damage is very serious. How to build and improve an effective emergency management system, strengthen the emergency management capacity building of railway engineering, timely and effectively prevent and respond to railway engineering emergencies, protect rail transportation security and maintain social stable development, had become the focus that government, enterprises and the public common concern, and the railway operating companies urgently need to solve.Firstly, this paper summarized and analyzed the content of executive ability theory, and summed up eight factors affecting executive ability. Basing on the analysis of the emergency management, this paper defined the concept of railway engineering emergency management, and explained its characteristics and processes.Then, using the executive ability theory to deeply analyze the problems of railway engineering emergency management from the perspective of executive ability, pointed out that the cause affecting the level of emergency management is lack of executive ability, and proposed that should establish a railway engineering emergency management system basing on the executive ability theory.Subsequently, this paper attempted to build a railway engineering emergency management system. According to the principles and objectives, the composition of railway engineering emergency management system should be divided of five systems:organization, resources security, information management, executive control, and cultural guide. And the dynamic model and coordination model of emergency management system were also established. Through the analysis of these models shows that if the railway engineering emergency management system want to achieve efficient and effective function, we must strengthen the culture and construction of executive ability, improve the executive efficiency, and emphasize coordination and cooperation between systems in order to promoting the effective function of the system.Then, this paper explored ways to quantitative evaluation of effects of the railway engineering emergency management system. Establishing its evaluation index system, we comparatively analyzed several common methods of evaluation, and clarified the characteristics and advantages of use of extension comprehensive evaluation method.Finally, as a case of railway engineering emergency management of XA railway bureau, we used the build emergency management system to analyze the status of emergency management systems of the railway bureau, utilized extension comprehensive evaluation method to evaluate the system, and worked out result. According to the result, we diagnosed weaknesses of emergency management system for proposing solution measures and recommendations.
