The Study Of China Railway Emergency Management System

Railway emergency management system is an important support to maintain the safe operation of the railway transport system, an effective means for reducing casualties and property losses of the railway system.Along with the action of sixth large area speed-improving and the successful implementation of the" long-term railway network plan" the railway is moving fast, heavy, high-density direction, which has higher requirements for Emergency incidents management of the railway system.On the base of research status in quo, the paper explored Railway Emergency Management System with Emergency Management Theory. This paper described firstly incidents, emergency management and other related concepts, defined the characteristics of railway incidents and emergency management process;Secondly, this paper introduces the research status in quo of the existing emergency planning system, organizational system, rescue system and emergency response procedures and so on, and analyses the deficiencies, determined the improvement ideas of Railway Emergency Management System. In this basis, with the main line of the emergency management process to the prevention of early warning, emergency preparedness, emergency response, recovery, the paper analyzed detailed the content and method of each phase, and then extracted the key elements to establishment the railway emergency management system framework. The initial construction of the China railway emergency management system was finished. For the continuous improvement realization of railway emergency management system, the paper studied the railway emergency response capability characteristics, determined the railway emergency management capability evaluation index system calculate the weights of evaluation indexes with AHP method, verified the rationality of the emergency system evaluation index system and index selection.
