Shandong Province Integrated Watershed Management Model Study

This paper systematically analyzes comprehensive management models of small watershed in Shandong Province with theory of sustainable development and systematic analytical approach, basing on overall summarization practice and theory of both international and domestic comprehensive management of small watershed. The dissertation defines comprehensive management models of small watershed as a complex system composed of ecology management model, economy management model and society management models systems. It also concludes that the three systems are mutually merged, influenced, reacted and highly connected while each of them has their own specific features,function, and operation rule. Finally, the paper combine the theory with the practice to analysis the cases of Ligou Watershed and Hanliu Watershed, which respectively delegates montane region and plain region, and put forward optimized models of comprehensive management of small watershed in Shandong Province. The study achievements have important signilicance on theory and practice for comprehensive management of small watershed in Shandong Province.The paper interprets concepts and connotation concerned about small watershed, comprehensive management of small watershed and corresponding models, basing on expatiating the theories concerned about comprehensive management of small watershed, which is current cybernetics ,sustainable development theory ,system theory. After that the paper definitely defines comprehensive management of small watershed as not only a ecology problem but also a complex system composed of ecology management , economy management and society management systems. At same time, the paper summarizes the four development stage, that is emplore stage, experimental stage, developmental stage and mature stage.Basing on systematically analyzing environment features of nature , economy and society in Shandong Province, with theory of sustainable development and systematic analytical approach, the dissertation probe into models of ecology management , economy management and society management in small watershed adapt to montane region and plain region in Shandong Province, each management models contains some subordinate management models. Models which is put forward through the study helps to promote comprehensive management in small watershed to realize the essential objective of"three sustainable development", namely, realization of sustainable developmen of ecology , economy and society , and establish a harmonious society.Finally,Using lindo6.5 for linear programming the paper practical analyzes comprehensive management models of small watershed in Shandong Province with approach combined qualitative analysis with quantitative analysis, and probes into the optimized models of comprehensive management of small watershed in Shandong Province. The optimized models, which are pertinence and practicability, not only help to improve ecological environment but also help to promote economic development and social improvement in Shandong Province.
