This thesis argues the steppe of Wborbolog town is not be appropriate for reclamation by analyzing the impact of the reclamation (1990-2009) of the steppe of Wborbolog town, which locates in the New Left Banner Bargu of Hulunbuir city. Accordingly, the thesis tries to reveal the state power involution from the aspect of political anthropology and on the basis of deeply analyzing the interaction amongst pastoralists, government and farmland.Thereby, this thesis points out that it has significant meaning for protecting the steppe, developing the nomatic culture and protecting the ecological security underlying correct treatment of the steppe reclamation and rational utilization of the grassland.The thesis constitutes by four main parts, namely, the introduction, the text, the conclusion and the appendix. The introduction part summarizes the reasons and meaning for the research, and the present studies, methods and field work as well. As for the text part, the first chapter introduces the location, the pastoralists'living conditions and the natural environment by taking the shallow ground and climate for example. And in the second chapter, the thesis demonstrates the reclamation of the steppe of Wborbolog town. Then, in the third chapter, the paper analyzes the impact of the reclamation from four aspects of traditional culture, economic life, social harmony and ecological environment. Finally, the fourth chapter argues the steppe of Wubuerbaolige town is not being appropriate for reclamation. In addition, the paper discusses the implementation of the state power from three phases, namely, before the reclamation, after the reclamation and the prohibition of the reclamation. At the last, the conclusion part highlights the above arguments.
