In the report to the 17th National Congress of the CPC, it says, "In the present era, culture has become a more and more important source of national cohesion and creativity and a factor of growing significance in the competition in overall national strength, and the Chinese people have an increasingly ardent desire for a richer cultural life." Spiritual culture, the core level in a cultural system, its tremendous power already attracted widespread concerns. The rising West-strait Economic Zone has the unique advantages and multi-party radiation. Deepening the spiritual and cultural construction has a great significance. In this paper, the Marxist world outlook and methodology of philosophy is used to portray an overview of the basic dimensions of spiritual culture. In addition, it points out the region-specific of the spiritual culture. Therefore, the contemporary " West-strait" spiritual and cultural construction has distinctive regional and radial values. In order to bring the spirit of the strategic value of cultural construction into full play in the west coast of Straits in Fujian, the embodiment of spiritual and cultural construction must first be inherited to show the local cultural characteristics. So critically inheriting the deep spiritual culture in Fujian is the rich historical resource of the "west-strait" spiritual and cultural construction. Beyond that, we should also analyse in-depth the overall situation and problems of current spiritual and cultural construction. Then, only by identifing the root causes of problems, can we realize the achievement and insufficiency in construction work based on a realistic basis, and be more targeted to explore principles of scientific development and basic methodology and the path to promoting the "west-strait" spiritual and cultural construction.
