The implement of Public Servant Rewarding Rule (trial version) improves legislation and legal systems of the personnel administration for Chinese cadres. It furnishes evidence for managing public servants scientifically,democratically, and legally. The Party Central Committee and the State Council attach great importance to assessment and rewarding systems. President Hu Jintao states,"In order to establish and improve the assessment system for cadre achievements in career,and rewards and punishments, we must construct a better system of guiding and employing public servants."In the 17th CPC National Congress, the construction of cadre assessment system under the scientific outlook of development and cadre achievements should be strengthened, and establish honor system at the same time. On 29th of June 2009, the issue of cadre assessment was discussed in the Political Bureau of the Central Committee conference, and later, the General Office of the Central Committee gave out the file, On how to establish and promote cadre assessment system under the scientific outlook of development. In the Fourth Plenum of the 14th CPC Central Committee, it had been further reinforced that we should better use the outcome of the system,;and guide cadres in all levels to form proper philosophy for accessing; and make achievements which can be tested by practice,by people, and by history. All of above has shown the great importance of assessing work.Cadre assessing work is a systematic project. Research and theory about assessing are a lot and systematic. However, about how to make good use of assessment, reach its goal, mobilize and activate public servants, there is still a lot of hard work to do. This thesis is based on the study of foreign and domestic theories on public servant assessment, and its purpose is to analyse the current assessing situation in Xi'an, and reach a valuable conclusion. It contains, on the basis of the five assessment criteria,'moral, capacity, diligence, achievements and probity', a second-grade index is established to help carry out the assessing work. At the same time, through increasing the population of assessing servants and chances of interviewing, a scientific assessing criteria is available to the ground root public servant assessment in Xi'an, so as to reach the goal to mobilize and activate public servants, and make the whole system work well.
