A Study On The Cpc's Ruling Ability

The Central Committee of the CPC's Decision about Strengthening Party's Ruling Ability, which had pointed out the significance and urgency to construct the party to be powerful, had made in the 4th Plenary Session of the sixteen Central Committee of CPC。The New central collective leadership has paid more attention to reinforce ruling ability which has been treated as an important issue being related to constructing affluent society, the success or failure of socialism prosperity, and the long-term security and peace of the party and the state. The essentials of reinforcing Party's ruling ability are that to build the party serving the people better and to be in power for the people; that to insist the power must be used by people, the sentiment must be for the people, and the interests must be sought for the people: that to realize, develop and defend the fundamental interests of the general people.Through analyzing the connotation of ruling ability and the concrete practice of the CPC, the economy,politics and culture efficiencies had been demonstrated, even relative factors having influence on ruling ability had been shown.In economy, controlling the cost of ruling ability, making rationally use of the resources of ruling ability, balancing the benefits of ruling ability, maximizing the avails of ruling ability had been provided through thinking about ruling ability from economic theories. In politics, reinforcing ruling ability must maintain a developed, impartial, stable and safe society so that Party's function on governing the society can be protected.In culture, owing to the CPC representing Chinese advanced culture's onward direction, the leading position of Marxism in ideological sphere must be consolidated, the work of guiding public opinions and doing ideological and political education must be improved, and the reform over managing cultural system must be deepened in order to liberate and develop the cultural productive forces. Combining with canceling agricultural tax as an example, the article had analyzed the CPC's ruling ability and its enhancement. This analysis has supported the connotation of the CPC's ruling ability and its efficiencies on economy,politics and culture.
