The Study On Rural Democratic Development Under The Perspective Of New Rural Construction

Our country is a large agricultural nation, in China the development of rural grassroots democracy is of great significance. It not only relates to the country's internal stability and development, but also relates to construction of modernization success and long-term stability of the socialist society. The construction of the new socialist rural area, provides a new historic opportunities for the development of rural grassroots democracy. It not only provides solid economic basis and advantageous development environment for the development of rural grassroots democracy, but also puts forward higher requests to the development of rural grassroots democracy. In the new perspective of the new rural construction, the author summarizes the achievements and experiences of rural grassroots democracy, analyzes the main problems existing in the development of rural grassroots democracy, as follows: rural grassroots democracy and legal system is not perfect; the farmers' political quality is relatively low; the relationship of village party branch and village committee is relatively bad; the adverse effect of the family forces etc. Based on reviewing the above content, the text proposed to countermeasure thinking that can help promote the development of rural grassroots democracy: coordinate urban and rural development, promote village collective economic, cultivate the rural market system, which can help rapid the development of the rural economy; standardize the rural grassroots democracy from the height of constitution; improve local self-governance regulations, strengthen the system construction, which can help to promote regulating and perfecting rural grassroots democracy and legal system; we should pay attention to the basic education, strengthen the farmers' education training and expand publicity, build good cultural atmosphere, which can help to promote rural farmers in quality; straighten out the various relations, and promote rural democratic reform; strengthen the construction of rural party members and rural grassroots democracy within the party construction, which can help strengthen the countryside primary party. The innovation points in this paper mainly are: after tracing the rural grassroots democracy development course in time sequence, investigate grass-root democracy and the relationship between the construction of socialism new countryside and grass-root democracy in the new perspective of new rural construction; follow the rural democratic construction of grass-roots in Qinhuangdao as an example, which make it more age meaning.
