Research On The Countermeasures Of Grassroots Democracy In New Socialist Countryside

In President Hu Jintao's report at the 17th congress, he pointed out that we need to developprimary-level democracy and ensure that the people enjoy democratic rights in a moreextensive and practical way. He also pointed out that we need to improve the systems fortransparency in government and village affairs to bring about effective connection andbeneficial interaction between government administration and primary-level self-governance.Compared with democracy in the urban community, the development of primary-leveldemocracy in rural areas is more important and more basic parts.The development ofprimary-level democracy in rural areas will not only help cultivate people's democraticthinking and democratic values but also improve people's ability in democratic practice.Today, under the situation of the gradual deepening of people's democracy consciousness,gradually resolving the problems encountered in advancing primary-level democracy,continuing to explore the rural democracy in new ways, and steadily putting forward newapproaches in rural democracy will not only vigorously promote the development process ofprimary-level democracy in rural China, but also promote rural economy and socialdevelopment of socialist harmonious society.This paper is divided into five chapters. The first chapter is mainly about the basis andsignificance of the writing, the analysis of present research situation at home and abroad, thestructure and innovation in the paper. The second chapter describes the theories about theconstruction of rural primary-level democracy. The third chapter is the analysis of the currentstatus of rural democracy in China, including the achievements and problems. The fourthchapter mainly analyses the causes of problems in primary-level democracy. Effectivemeasures to promote the development of rural primary-level democracy are put forward inthe fifth chapter. This chapter illustrates the measures in several aspects, such as developingthe rural economy, improving the overall quality of rural cadres and the masses, giving fullplay to the core leadership of grassroots party organizations and the authority of village.Finally, the necessity and significance of the development of rural primary-level democracyare further revealed in conclusion.
