On The New Socialist Countryside Grassroots Party Construction

The Fifth Plenary session of the 16th CPC proposed a grand target is construction a new socialist countryside. It is an important historic task in our country's modernization process. It depends on our party's grassroots organizations in rural areas, the party's leading cadres, and the majority of party members to play a leading role in strengthening the country's grassroots party organizations and reform to accomplish this grand historic task. Construction a new socialist countryside is the total guideline in the rural work currently and is the perspective, the new situation to survey and progress by grassroots party construction and reform in rural area. Currently, the new rural construction is in full progress, it is extremely urgent and necessary that how the countryside grassroots party organizations should reform itself to meet the requirements of history. Under the new situation, the construction of countryside party organizations must firmly grasp the essence of the new rural construction and carry through the target on the construction of new rural economic, political, social, cultural, that is, "four-in-one" 20 to the objectives of the word. Well, under the background of the new rural construction, how the countryside grassroots party organizations to build and reform on earth. It mainly analyses the achievement and problem that the rural meets after Reform and opening up, especially the challenge and question that countryside party organizations confront under the background of market economy, industrialization, urbanization and new rural construction Today, urbanization, information, human resources .etc are rapid circulation, and if countryside party organizations are unable to keep up with the new situation, members of aging, weakening the role, the scientific and cultural quality is weak, and the faith shaken, advanced construction is inadequate, the "two committees" relationship is unclear and the responsibility is confused, the party's leadership role are challenged, especially in underdeveloped rural areas, the party countryside party organizations are in lack of effects to leading rural economy, and cause the development in rural areas are lack of material basis and vitality.Part 4: The chapter3 mainly analyses the challenge that the construction of new countryside posed to countryside grassroots party organizations. Facing challenges, the party organizations should carry a corresponding reform and innovation.
