Long-term digital preservation is a new thing couple with the development of information digitization. The popularity of digital resource enhances the information acquisition ability of user,as well as challenges the Digital preservation. Digital preservation has become an important issue of country's scientific and technical literature indemnify, library and related commercial organization have make many project research and obtain some experience of how to solve the law,technical and other problem in Digital preservation.The collect and preservation of digital resource is a big project, it involve many divisions such as government,publication, technology,education, document preservation. Among all these problems, intellectual property is one of the most pivotal issues, it affect broad area and the power relation is complicated, only when making the power relation between information creator,publisher,user and responsible clear, we can access digital information resource safe and reliable.This thesis summarizes the digital information resource preservation first, demonstrate concept,content,system and OAIS function model of Digital preservation, propose the difficulty and challenge Digital preservation will face, those are: technology,economic, management and law, and then analyse intellectual property problem of digital information resource, discuss the conflict in reproduction of digital resources subject, copyright technology preservation measures, the right of communication through information network and the archives of Digital preservation subject,storage management, public service in the process of preservation. Point out what problem needs to be resolved in digital preservation .At last give some suggestions on how to resolve the intellectual property problem in digital preservation, make full use of reasonable use system and legal license system, enhance cooperation between each subject of right, try to make digital preservation in principle of balance each side's benefit. At the same time, modify related law, legislation, learn from previous experience in the world. Resolve infringement issues in digital information preservation actively, establish a good legal environment for digital preservation, thus safeguarding long-term preservation of digital information resources.
