School-enterprise cooperation has become a good way of vocational education development. It is also the future direction of vocational education reform and development in China. Economic and social development needs to continue to deepen the school-enterprise cooperation and explore the establishment of supply chain management based on the "four in one" school-enterprise cooperation model. It can provide a powerful impetus to the development of Weifang vocational schools, reduce costs and achieve the highest interests of all parts. This thesis mainly researches the role and status of government and society under this supply chain. It studies and analyses fully of the construction and advantages of "four in one" model. Vocational schools, businesses, government and society have their own effective demand on the school-enterprise cooperation chain in this model. At the same time, the four parts need urgently among each other to provide an effective supply and achieve the maximum of benefits and minimum of cost. School and enterprise are two most direct and most obvious main subjects. Vocational institutions and enterprises will become the relationship between upstream and downstream based on the economic management "product" in "talent" --this particular product. The society is both this "product" delivery of raw materials and the person who finally accepts this "talent". The government also needs all three effective useful "products" to ensure the government's high-efficiency and high-level operation. Therefore, the four parts formed a clear interests chain. Under the idea of the supply chain, "Four in one" school-enterprise cooperation model is proposed based on supply chain thought when the development of vocational education in China faces great challenges. It is raised against the problems and disadvantages in current school-enterprise cooperation and established gradually in vocational schools. It highly stresses the important function of government in the "four in one" model and requests the government to play a key role of engine and lubricant in starting school-enterprise cooperation in order to overcome the shortage of motivation, channels poor, unclear responsibilities and so on in school-enterprise cooperation. Organize the government, society, enterprises, institutions together properly and achieve a crisis and profit sharing. The government are doing more on this "four in one" school-enterprise cooperation model in Weifang. We have set a policy, taken measures, established a platform, achieved remarkable results.
