At present, the institution of higher education faces the keen competition of the educational market. In order to establish in an unassailable position in the competition, the university will carry on the management system reform, especially the reform of manpower resources management. As the main body of the university human resources, university teachers are playing the core role in teaching and scientific research; they decide the university standard and quality. Administrative management system taken in universities now causes a lot of problems; lacking encouragement and restraint, opportunism and less working enthusiasm are comparatively general. So the management system reform for university teachers is extremely urgent. New management model can change the existing inefficient phenomenon and improve the competitiveness of universities. The development and reform trend in university management is to abolish teachers' lifelong post system and implement the system of post appointment in conformity with market economy so as to realize the transition from identity management to post management.According to commission-agent theory on economics, relation between university and its teachers should be commission-agent relation. University advanced manpower characteristics stand guarantee for the effective post appointment system and will solve the problem of commission-agency mechanism. Post establishment is prerequisite and foundation in implementing position appointment system. The university should determine the establishment of teachers and their proportions at all levels according to university development plans in order to form a rational position structure, to set up the teacher post scientifically and to work out teachers' post duties. Post appointment is the key to implement university teachers' post appointment. Teachers should be chosen to the appropriate posts by strict procedure. Contract management should be carried out to the post appointment personnel. Teachers employing and post appointment should be unified, and the position appointment should be prior to teachers employing. Lifelong system and tenure system should be combined by implementing lifelong system for a few excellent teachers and tenure system for most of the teachers. Teachers can change their jobs if they can not be promoted at their original posts. Teachers' academic structures also need improving. Performance appraisal system and post performance wage system should be set up, reasonable tied mechanism and competition mechanism will stimulate the teachers' enthusiasm and creativity, realize the maximization interests between university and teachers. The coordinated reform of the society can't be ignored in position appointment.Up to now, the research on post appointment for university teachers is just at the starting stage either in theory or practice, much more needs probing in the future.
