With the establishment of an open-ended teacher education system and the change in the continuing education of teachers, teacher training institutions at all levels have confronted formidable challenges of survival and development. The present paper starts by tracing the developmental history of the country's teacher training institutions. Next, it specifically reviews the research on the teacher training schools or colleges at all levels in Fujian province and analyzes the current conditions and developmental problems of these institutions, such as the inconsistency between the educational diversity and functions, the uncertainty of educational goals and major undertakings, the shortage of teachers and funds, and the unsatisfactory effectiveness of training, and poor teaching conditions. Then, it discusses the principal reasons for these issues from the perspective of policy. Finally, some concrete solutions are offered in the paper-making clear the educational goal and orientation, achieving consistency of teaching mode, regulating teaching functions, mobilizing the policy-support, ensuring sufficient funds, embodying all the good features of teacher education, adhering to the main undertaking of teacher training, facilitating teachers'professional abilities, strengthening the subject-matter construction, establishing the three-level allied system of teacher training, and promoting resource sharing. All these are seen as hope for providing affordable suggestions for the sustainable development of teacher training at different levels in Fujian province.
