Nowadays, information plays an important role in the society. Information literacy is an essential element that constitutes personnel ability. It is also an important goal the current basic education aims to achieve. It is an effective way for the development of students' information literacy to evaluate their information literacy. Previous evaluation of information literacy, however, over-relied on the information literacy standards. The courses are usually ignored:Too much attention is put to the results of the evaluation, that is, individual level of information literacy. So, teachers and students always misunderstood the cultivation of information literacy training. These kinds of evaluation are harmful for the development of students'information literacy.This dissertation aims to explore the learning evaluation system that promotes the development of students'information literacy. Learning evaluation depends on the teaching context. When the evaluation of information literacy is combined with teaching, the concept, functions and methods of the learning evaluation will also change。It is necessary to ensure that not only the goals of teaching, but also the development of students' information literacy are achieved. In this paper, by studying a large number of domestic and foreign documents about content and standards of information literacy, we analyze the definition, characteristics and cultivating approaches for secondary school students. Based on the previous achievements, we construct a learning evaluation system for the development of students' information literacy. We apply it into practice. In practice, evaluation of information literacy' is combined with teaching, so that it is better developed.This dissertation is divided into five sections. In the first section, the background, significance and research methods for the learning evaluation of students'development of information literacy are described. In the second part, the definition, standards and characteristics of students' information literacy in second school. In the third part, the theoretical basis and the basic characteristics of the development of information literacy are discussed in detail. In the fourth part, the construction and the application of the learning evaluation system is demonstrated. The last part is a conclusion, the dissertation is summarized, and the direction for future research is also pointed out.
