The Research On Socialization Reform Of Logistics In Xinjiang Universities

Currently, the backward management system and operating mechanism generating from the planned economic system can't meet requirement of the market economy system and the growing higher education, which is the main contradiction the universities face. It directly restricts the market of logistics service entity and the process of socialization reform. The contradiction mainly expressed in the three following aspects.:First, the current universities' logistics service entity is the production of planned economic system in context of which plan is the main way to allocate the universities'logistics, the planned economic system and administrative interference mechanism is the major mechanism for the universities' logistics service operation, which is in obvious disharmony with the market economy mechanism. Second, the rapid growing higher education demands higher logistics service. The current universities'logistics service entity turned out to be the bottleneck of universities' reform and development in some aspects besides it can't meet requirement of universities' development. Third, the backward management and operation of the universities' logistics service entity can't adapt to the service market's competition and development. That is to say the current universities' logistics service entity faces the failure of market competition and the danger of being eliminated. Therefore, it's an urgent realistic problem to explore reasonable management mechanism, operating system and developing model which accord with socialization reform of universities' logistics under the market economy law.As a university in economy undeveloped west regions, logistics in Xinjiang universities keep to a kind of closed management model. The logistics institution is huge and there are more staff, the kindergarten, shops, etc. are almost all all-inclusive micro-society. It should not only solve the problem of work, studies of the teachers and students, but also need to invest much manpower, material resource, financial resource to assume the lives of all the students, faculty members and their families members. The history of Xinjiang universities' logistics development reform is a miniature of Chinese universities'logistics development reform. This super-conventionally violates reasonable socialized labor division and severely restricts the normal development of the teaching and research in universities.Beginning with the theory statement of socialization reform of logistics in universities, this article combines means of theory and practice, demonstration analysis and normative analysis, emphasizes on policies and suggestions on how to set up modern enterprise system in logistics of Xinjiang universities. On the basis of the statement above, this article aims at a series of problems in the socialization reform of logistics in Xinjiang universities, combines the goal of socialization reform of logistics in Xinjiang autonomous regions and corps, analyzes the advantages and disadvantages of building modern enterprise system in xinjiang universities' logistics and its developing chances. This article comprehensively summarizes the present results of socialization reform of logistics in Xinjiang universities, and focus on objective discussion of the course, current situation, achievement and existing problems of socialization reform of logistics in Xinjiang universities. Meanwhile it does demonstrative research and answers the problem "what is the current situation of logistics socialization in Xinjiang universities ". On the basis, it does normative research answering the problem "how to do in logistics socialization of Xinjiang universities". This article also analyzes the related concept and theories, the reason and countermeasure existing in building the modern enterprise system by means of qualitative and quantitative analysis. It aims to offer references to socialization reform of logistics in Xinjiang universities, give theoretical guidance and support to logistics practice in universities of Xinjiang province and even those of the whole county.
