Research On The Socialization Reform Of Logistics Services In Jinling Institute Of Technology

The logistic work in colleges and universities is the cooperative management of colleges and universities,collaborative education and collaborative innovation are indispensable components,after 20 years of servicesocialized reform of university logistics from 1998 to 2018,it provides a strong guarantee for the development of higher education,it has not only adapted to the needs of the reform and development of higher education,but also reduced the pressure of running colleges and universities,realized the double promotion of the University running level and the logistic service quality,which is a significant and profound effect of the logistics servicesocialization reform.However,in recent years,the relevant ministries and commissions of the state have not continued to issue policy documents to deepen the reform of service socialized of university logistics,the reform of servicesocialized of university logistics has not been as hot and vigorous as before,and can be said to be stagnant,the achievements of social reform achieved in the past have not been well consolidated and continued.With the implementation of regulations such as " Administrative Measures for Government Purchase of Services(Provisional)",the budget of university funds and the payment of financial funds have been further standardized,the " logistics entity(company or group)that simulates the enterprise operation" that dominates the socialization of logistics has a greater impact,the legal status and reform direction of the logistics entity have become the focus of the university logistics at this stage.How to construct a new university logistics support system in the new era is the focus of this study.The paper takes Jinling Institute of Technology as the research object;combines theories of quasi public goods,theories of new public management,and theories of management by objectives;adopts methods of literature researches,visits,investigations and empirical studies;investigates courses,performances,problems and causes of the Institute in reforms of logistics services socialization;integrates existing experiences;and puts forward corresponding countermeasures for improvements.By means of researches,the paper states that the Institute has gone through four stages in reforms of logistics services socialization,namely pilot experiment and system establishment,independent operation and steady advancement,standardized separation and all-round development,as well as overall benchmarking and management by contract;and summarizes that the Institute has gained staged reform outcomes in three aspects:Party A and B management mode to separate rights and liabilities of public institutions and business organizations,redirecting surplus teaching and administrative staffs in the Institute,and building a team of front-line staffs in logistics to remarkably enhance capability to assure logistics services.The paper conducts empirical studies by means of Window models on efficiency of Jinling Institute of Technology in reforms of logisticsservices socialization;regards problems in five aspects as causes for reform efficiency shortage,including administrative operational modes of existing logistics,poor overall quality of logistics staffs,insufficient expenditure investments,a lack of effective management in social service enterprises,and difficulty in guaranteeing public benefit property of social service enterprises;investigates specific causes for efficiency shortage;and proposes thoughts and countermeasures for reforms of socialization services driven by“large logistics service assurance mode".
