Research On The Application Of Bot Project In The Logistics Of Chinese Colleges

With the rapid development of educational cause, it is hard for colleges to meet the requests of infrastructural construction, relying merely on the national education investments. It can neither satisfy the ever-increasing demands of teachers and students. In essence, financing gap is the bottleneck. Commercialize college logistics relieve part of the financing problems in colleges. However, depending only on the power of logistics can not solve all the problems, since the number of students keeps increasing. Around 2000, several colleges implement infrastructural construction by loan, which partly settles the financial gap, but it also brings some problems, such as huge interest and financial risk. In the same time, the loan can also affect the normal running of nonprofit colleges.In the present situation, economic institutions and investment channels for social services are diversified, which makes social capital investment becoming possible. With the institutional innovation, implementing higher education investment model, with government support and social participation, becomes an inevitable choice for the national higher education.BOT(Build—Operate—Transfer)model is one of the effective methods of diversity financing channels. It's a special operation mode which the government and contractors cooperate to operate the public infrastructure. Although BOT has not been adopted by most of the colleges, for constructing the infrastructure of logistics, some colleges have been doing experiment on it and some scholars also do research on this topic. Based on the experiment and research results, this thesis deliberates the BOT model on the colleges'logistics infrastructure construction and analyzes the feasibility from the viewpoint of investors. On the other side, from the viewpoint of colleges, this thesis also analyzes the main risks of BOT applied in the colleges and the ways of mitigating risks. Another aim of this thesis is providing specific references for colleges'BOT project. In the end, this thesis demonstrates a project in college H district T as an example, illuminating the feasibility, main risk and corresponding solution, which provides the reference foundation when applying BOT model on the infrastructural construction in our college and other colleges.
