Since1999, as driven by both governments and a self desire, the university campus service has gone through a national wide reform and up to2003, most universities have completed the internal distinction between service provider and service receiver. This essay is intended to apply the more matured enterprise/government service outsourcing theory as well as the successful experiences learned from enterprise outsourced manufacturing and supply chain and risk control method adopted in government outsourced services to the outsource of the university campus services. Through a research in the specific business of the campus services, an analysis in the existing problems as well as a feasibility study of a specific service, this essay is purported to provide a model which may analyze the specific market supply/demand regarding the various services and make a conclusion whether or not such a service shall be outsourced, based on the supporting data. With respect to any outsourced services, this essay is purported to introduce a risk matrix to make a case study so as to assist the working level people at the university to find the root cause of the outsourced service risk and to guide them to pay their attention to the business parts with high management risks.
