The competition in the Knowledge Economy Era is competition of human capital. As the base of personnel training, the store of human capital is the basic of the universities, the source of universities development.Practice shows that human capital investment carries high levels of risk like other investment. On account of human capital investment risk, once human capital investment fails, investment body lose both investment cost (material and time cost) and the opportunity cost. Based on the above analysis, how to prevent the human capital investment risk is one of the problems to be solved and paid attention in Xinjiang Universities and Colleges.On the basis of Manpower Capital Investment Theory, the college teacher human capital investment risk in Xinjiang is analyzed in this thesis using the knowledge of Economics, Management, as well as Pedagogic.First of all, defines the concept and content of human capital investment in Xinjiang Universities and Colleges. The investment contents can be summarized into four categories, including development, maintenance, introduction and management investment. Then puts forward the meaning of college teacher human capital investment risk and divides risk into efficiency theory and brain drain risks. Secondly, this paper makes an empirical analysis of cost-benefit and investment risk on college teacher human capital investment.Third, the formation mechanism of college teacher human capital investment risk is analyzed on the basis of Economics and current situations in Xinjiang Universities and Colleges. Finally, the paper initially constructs prevent model. The model mainly consists of four parts:former and establishing the complete encouraging mechanics, perfecting restriction mechanism, innovating administration mechanism and creating cultural and spirit environment. The paper also presented some concrete measures.
