The essence of states' competition is the competition of talents, especially the competition of high -leveled talents. In the age of information economy and new economy, a country's core competition capacity is shown by the quality and quantity of high-leveled talents. As the base of training talents and main power of innovations, universities and talents they fostered represent the core competition capacity. This thesis defines talents of universities; summarizes characteristics of talents; analyzes policies of fostering talents of developed countries; propound problems that universities have to face. Based on these accurate analyses, it offers a blue print on Chinese training system and puts forward principles as well as detail requirements on quality. Some detail suggestions are also offered.This thesis is comprised of three parts:Part one: the definition of talents resources of universities and significance of building high-leveled talents team. It mainly analyzes several definitions, such as human resource and talents resource, from the human capital point of view. Through these analyses, the author confirms the definition and characteristics of high-leveled talents team in universities. The author also analyzes methods and experiences of America and Canada. At last, the author summarizes the political and economic significances of building high-leveled talents team in universities around China.Part two: the situation of building high-leveled talents team. This thesis analyzes situation, propounds problems and analyzes their reasons by offering a great deal of data.Part three: putting forward tactics on how to build high-leveled talents team in Chinese universities. In this part, the author draws a blueprint of build high-leveled talents team; defines principles of building team; put forward basic requirements on quality of high-leveled talents; offers suggestion on high-leveled talents policies.
