"The decision for some important problems in the process of construct the socialism harmonious society" was made in the 6th Session of the 16th CPC Meeting. It is the crucial strategy for CPC in the road of overall arrangement isocialism with Chinese characteristics. At the same time,it is also contribute to constuct the important mission of middle-class family society completely.Stabilization is the basic requirement for harmonious society and harmonious is high level for stabilization. It is hard task to maintain the stabilization in the process of reform for the whole society. Hence,more efforts are also needed to realize harmonious society.In the sixteenth session of sixth meeting of the China Communist Party, it made a significant historical task:Construction of Socialist new Farm. It is the most important task to promote the development of Socialist new Farm in the process of "safety construction". To sum up, in recent years, especially in the aid of a serial of favored policies to the farmers, which do good to the development of economic of rural area. Consequently, the living condition of farmers has been promoted and the relationship between farmers and cadres has been improved significantly. Moreover,the situation of rural area is steadily. In the circumstance of fast development of economic and the merge of urban and rural,the form and construction of rural area has been varied greatly. Villager's thinking model and value concept changed. A serial of reforms took place in all of the rural area and new problems coming up constantly. There are some factors that influence the development of economic of rural area when faced with the conflict of general social problems.It is very crucial to analysis the status and reasons of conflicts in rural area,thus some steps have been taken to resolve the conflicts,which is important to set up the construction of socialist new farm. For Liaoning province as example, when it comes to research the reasons of above conflicts, it is useful to probe the role of the government and the policies in the process of Safety Construction.In the paper, some problems taken place in the process of Safety Construction in rural area will be showed and the strategies come from the government will be post consequently.
