In the era of knowledge economy, knowledge has become a core element of the organization's competitiveness. Knowledge is important for the Enterprises as well for the Government Departments. When the Government in the face of growing environmental change, especially the unexpected problems that social transformation brought about, the level of knowledge management will be to improve adaptability and competitiveness of the Government Departments. In order to achieve sustainable development,we must take full advantage of existing knowledge, continuous learning and innovation.As the foundation and core of knowledge management, knowledge sharing is a prerequisite. It is only through sharing of personal knowledge in order to make up for the organization knowledge, Knowledge sharing do without the participation of people, the interaction constitute social networks. Existing research are mostly from the enterprise to study the structure of social networks. There is little research for government organizations to study knowledge-sharing from the perspective of social network. The use of grounded theory method to the problem of domestic is still blank. Based on the diversity, invisibility, immeasurable of government activity, using grounded theory to investigate the role of social networks within the Chinese Local Government's knowledge sharing. Study the phenomenon and rules of context rooted in the reality through the interaction and process.Against this background, this paper selected a sample of Anze County Bureau of Agriculture to conduct field research, different positions of people in-depth interviews, investigate the type of networks, the type of knowledge shared, Network membership, introduction to networks, context, conditions, influencing factors and the promotion strategy of knowledge sharing within the Local Government Departments of Chinese pattern. This article found that network membership, the type of knowledge shared and roles in networks vary according to status within the organization. Leader, in the degree centrality, established instrumental and weak ties with all staff based on decisions; Managers, in the betweenness centrality, established mixed and weak ties with all staff based on Management; Workers established expressive and strong ties based on skills. Through investigation to derive a theoretical model, it can help us understand the interactive process and provides a reference to implement knowledge management and promotion of knowledge sharing in government agencies.
