Land resource is the important material foundation for mankind existence and development. With the rapid development of our country's economy and the acceleration of industrialization and urbanization, the demand for land increases rapidly. The conflict between construction land demand and the shortage of reserved resources of cultivated land tends to be intense. Because of land resource scarcity, great waste of land resources, outstanding of contradiction between people and farmland, urbanization process can not be achieved only by relying on unlimited expansion of the natural supply of land, particular under the current case that the rural land consolidation is restricted by the resource potentiality and the environmental protection. Therefore, it requires our more attention on the construction land consolidation, and we need to turn our focus from rural land consolidation to both rural land and construction land consolidation. It has been one of the important measures to solve the cultivated land protection problem by carrying out construction land consolidation to increase potential construction land and decrease land occupation. This thesis provides a case study in Tai'an City on construction land consolidation potential, division, pattern analysis, and consolidation countermeasures. According to the present fact that more per capita land occupation, scattered distribution and idle utilization, the key content of this paper is of certain practical significance. The main research contents and conclusions are as follows:1. The paper starts from the concept and significance of construction land consolidation and analyzes the principles and research trends, based on related literatures on construction land consolidation at home and abroad.2. Through investigating method and consulting internal data, the present situation and existing problems of construction land in Tai'an City were first analyzed, including urban land, designated town land and rural residential land. A systematical analysis of consolidation type of construction land, fund input mode and organization mode were presented. The consolidation type was divided into rural land consolidation mode and independent industrial and mining land consolidation mode. Rural land consolidation mainly includes local old village reformation, village migration and move and merge mode. At last, the problems and challenges that the construction land of Tai'an City was facing at present were proposed.3. This paper discussed the rural residential land consolidation potential by using the ways of standard method, typical investigation method and empirical method. The abandoned construction land and urban land consolidation potentials were determined by analyzing the investigation data of related department, and predicted construction land consolidation to the 2020 planning period of Tai'an City.4. The division of the rural residential land consolidation area. A comprehensive evaluation of rural residential land consolidation potential by using statistical analysis software and GIS was carried out. Rural residential land consolidation potential was divided into four grade potential areas by applying the three indexes of consolidation potential, per capita rural residential land and per capita cultivated land. On the basis of assessment index system from the three aspects of natural conditions, local conditions and capital conditions was constructed. Then the rural residential land of Tai'an was divided into four consolidation grades by using clustering analysis, with difficulty increasing from grade I to grade IV.5. Construction land consolidation patterns were discussed. Technical pattern and investment pattern of rural residential land consolidation were mainly analyzed and investment of rural residential land consolidation was estimated.6. The economic benefit, social benefit and ecological benefit of construction land consolidation were analyzed and relevant policies and suggestions were proposed.
