The competitive situation among China's telecom operators have been proved that the telecommunications operators will no longer be confined to the core competitiveness of the telecommunications resources, and more on management capabilities supported by application software, and business support system is an important guarantee for enterprise development, which reflects the operator's soft power. The construction of China Unicom Heilongjiang Co. Ltd's business operation support system is related to the company's future competitive position, therefore, the project completes on schedule and plays its effectiveness is one of focus project goals.The progress management for the second phrase construction project of China Unicom Heilongjiang Co. Ltd is not only affects the success of the project, but also has a direct impact on the project's economic efficiency and development prospects. Based on the in-depth study the comprehensive theory, this paper introduces the basic situation and progress management status, relies on the systematic and comprehensive research project progress management theory(including the progress of the planned progress of the control of the relevant theories and methods, tools), from the view point of integrating theory with practical, it builds the research framework of progress management for the second phrase construction project of China Unicom Heilongjiang Co. Ltd's business operation support system.This paper mainly includes four parts:first of all, it analyses basic project information and project management status of the second phrase construction project of China Unicom Heilongjiang Co. Ltd's business operation support system, laiding foundation for carrying out the project; Secondly, it introduces project scheduling process, including identification of the requirements of the preparation of the project schedule, project information collection, project breakdown structure, project duration determined that the preparation of the project schedule and so on; then, it introduces the implementation process for project progress control, including:determining the objectives of the project progress control, schedule control process to build the project to introduce the project schedule follow-up examinations and progress of the adjustment process and other specific operations; Finally, it summarys the project progress management experience, and puts forwards four proposals to protect the project progress management level:promote the information management in the course of project progress control in the; promote the performance evaluation for the project progress control and management; build effective project teams; Strengthen risk management of project progress.This article uses progress management related theories into the construction of the second phrase project of China Unicom Heilongjiang Co. Ltd's business operation support system..It achieves good results and provides a high reference value for the progress management of similar project practices.
