Study On The Debt Problem And Countermeasures Of Village-level For Xinmin In Shenyang

Village-level debt is a specific issue to the course of China's rural economic development, and it is a common phenomenon. Village-level debt has restricted the development of rural economy, affecting rural social stability; affect the image and the relationship between cadres and prominent issues, also a serious obstacle to the development process of rural urbanization. Liaoning Province is a province of the larger village of debt, and the amount of Shenyang village-level debt is very large, under the jurisdiction of 15 districts, counties (cities) widespread debt problems of the village-level debt, in particular the village-level debt situation is very serious in Shenyang Xinmin city, which is far higher than the average of Liaoning Province and Shenyang City. Recent years, more domestic research on the village-level debt more, the work about resolving the debt has also made some achievements, but the respective obligations of the surveys and studies for the village in Liaoning province are weak, especially for the city of Shenyang Xinmin village theory of debt is even less research and lessons learned. Therefore, investigation, analysis and resolve the Shenyang Xinmin village debt, has important practical significance for the promotion of Liaoning Province and Shenyang City village to solve the debt problem.For the investigation of Shenyang Xinmin city village-level debt, this paper discussed and analyzed problems and causes of the village-level debt.It also put forward countermeasures of avoiding problems and causes of the village-level debt.Major work included several aspects as follows:(1) The survey to the current development of Shenyang Xinmin city village-level debt. For the features of Xinmin city, the paper conducted a wide investigation to the problems of Xinmin city village-level debt by questionnaire investigation and discussion on visits to Xinmin city village-level debt.It also made a deep discussion and analysed the data of research results.(2)The analysis of causes and consequences of Xinmin city village-level debt's problems.Based on the fingdings and analysises above,we could find problems of village-level debt.The paper deeply analyzed the sources of Shenyang Xinmin city village-level debt.According to the causes of formation, the paper also discussed the issuable negative consequences and influences in detail. (3)The countermeasures of Xinmin city village-level debt.Learning from the advanced experiences of TongJiangXian in SiChuan and QingYang in GanSu, as for the characteristics of Shenyang Xinmin city village-level debt, the paper analyzed the favourable conditions and restrict factors of Shenyang Xinmin city village-level debt's resolution.Based on this, the paper has given the countermeasures and put forward support measures of Shenyang Xinmin city village-level debt. (4)The effect analysis of Shenyang Xinmin city village-level debt's resolution.The paper tentatively applied the fingings to the part of villages in Xinmin city, and analysed the effect, also summaried some typical methods of dissloving debt in administrative villages.For the village-level debt problem of Shenyang Xinmin city, the paper's innovation is mainly reflected in:(1)Base on the field survey of Shenyang Xinmin city, using the case analysis, in the analysis of village-level debt in the size, structure, causes and measures to resolve, using a lot of statistical data and surveys to analyze the data, support the theoretical analysis and induction; (2) For the issues of village-level debt in Shenyang Xinmin city, based on learning the advanced experience from abroad, proposed ways to resolve the village-level debt and response options, not only provide a useful reference for other counties (cities) of Shenyang to resolve the debt villages, but also provide useful lessons for other internal parts to resolve the village-level debt problem.This paper plays a strong theoretical guidance and practical promote role in resolving the Xinmin city village-level debt problem. As for prevention and treatment actively village-level debt risks and maintaining the social stability and promoting rural economic development of rural collective of constructing the harmonious society, and also has important realistic role. The resolving of Xinmin city village-level debt problem also can provide demonstration and experience for other cities.
