With the coming of the new economic time, technological innovation is becoming the decisive factor to drive the regional economy. It is enterprise who creates the need of technological innovation, implements, promotes and uses the technology innovation. The comprehensive ability of the enterprises in a given region to perform technological innovation is mainly affected by the outer milieu, besides the restriction of the self—conditions of enterprises. Enterprises or clusters of enterprises with same self-conditions will probably have different innovation abilities under different outer milieu. So there's great realistic meaning to evaluate the innovation milieu and find the bottleneck to the innovation, or the breakthrough to improve or optimize the innovation milieu.The research of the innovative milieu, which is part of the national and regional innovation system, is produced and developed with the research of the national innovation system. Research group on the Europe innovation made up in 1985, put forward the concept of regional innovative milieu firstly. The school of the innovative milieu put forward the theory of innovative milieu in the 90s of last century. The "innovative milieu" is a system of regional regulations, rules and conventions to promote the innovation actions whose emphasis is on the complex relationship networks between the producers (enterprises), researchers and politicians or between the producers for the promotion of the innovation.The region technological innovation is an integrated development mechanism and the institution formed by many essential factors, such as the economy, the science and technology, the education and so on under the certain social economy cultural context; is a region system which takes the enterprise as the main body, the local authority, education constitution, scientific research institution, financial organ, facilitating agency and so on supported by one another; is the premise and the constituent of a country technological innovation system movement; is a bridge crossing a country macroscopic technological innovation development and the enterprise technological innovation. The region technological innovation is the determining factor of the region economy growth and the competition, and an important fountainhead of the region economy sustainable development.Region technological innovation ability oneself has become the determining factor of the region economy growth and the competition, its strong and weak ability is an important criterion which gauges region science and technology strength and the technological innovation ability, but is an important premise which formulates the region developmental strategies under the knowledge economy background, however, the enhancement of the region technological innovation ability depends on the supports of the region innovation milieu, the good innovation milieu is the basic guarantee of the realization for region technological innovation. Under the certain conditions of institutional framework and the technical foundation, the key for the potency displayed by the essential factor of the science and technology is determined by fit and unfit quality of region innovation milieu. Therefore, it is specially significant to evaluate region technological innovation milieu scientifically and objectively for this region, locating scientifically own technical innovation ability in a certain scope, adopting the reasonable technological innovation strategy, maintaining and enhancing the competitive superiority, gainig the best economic efficiency and the social efficiency.It is still in the tentative stage for the measurement and the evaluation problem of region technological innovation milieu in our country. Based on the domestic and foreign technological innovation theory system analysis, this article firstly clears about the region technological innovation milieu implication and its influent factors, and designs region technological innovation milieu evaluation target system suited for the Yunnan Province actual situation; And it gives a comprehensive evaluation on Yunnan Province region technological innovation milieu in 2005 by adopting Grey Correlation Degree Analysis method. To find out the superiority, inferiority and the problems, through the analysis, gives a rationalization proposal for optimizing the Yunnan Province technological innovation milieu.
