Research On Shanxi 's Technological Innovation Ability

The level of the ability of regional technology innovation is the important indices for evaluating the strength of regional technological innovation,it is also a main power to boost the growth of regional technological and economic development level.Analysis of the modern economy development history in world,can clearly see,the economy development center in world always continuously transfers with the changing of newly arisen district technique creative center. With the rapid development of knowledge economy and technical economy,regional competitiveness dependent on region technological absorption, conversion and application, independent innovation and proliferation.Currently,Shanxi is at a critical period of transformation and spanning development, identify area technological innovation status and development trend,compare the technical innovation ability of region and surrounding areas and clear advantages and disadvantages,find out the main influencing factors of regional technology innovation ability and clear the ideas and countermeasures to promote regional technology innovation ability,and has become a regional productivity great-leap-forward development.The central and surrounding provinces belong to inland areas of our country,nine provinces of the different geographical conditions have definitely and together quality.This paper began with the present situation of technology innovation level of Shanxi province,leaded the research perspectives on central and surrounding provinces,and studied from the following aspects:first of all,This paper constructed the index system of regional technology innovation capability from five aspects:input,absorption and diffusion capacity,support capacity,output and economic benefit,and used correlation analysis for the selection of evaluation index;secondly,this paper studied the change trend of regional innovation capability,by using factor analysis method,on the basis of panel data of Shanxi and surrounding 9 provinces of 15 years;at the last,it made the central and surrounding provinces as the decision making units,and based on the super efficiency DEA and DEA- Malmquist index method,this paper figures out the overall efficiency of the provinces and Malmquist index,analysis of the inherent motive force of Shanxi’s change of the technological innovation efficiency.The main conclusions are as followings :(a) the overall technology innovation ability of Shanxi is in the middle or lower levels from the transverse view;longitudinally,Shanxi is lacking of ability on aspects of input,support capacity,output and industrial structure.(b) Overall technology innovation efficiency of central and peripheral provinces is in low level.In terms of Shanxi,there was a big gap between Shanxi and surrounding provinces;Technical efficiency growth played a main role in promoting technological innovation efficiency growth of Shanxi,while the decline of technological progress index is restricting the development of Shanxi’s technology innovation efficiency.Therefore,this paper puts forward some proposals aiming to improve innovation level of Shanxi and promote the development of regional economy.
