Shaanxi Province, The Agricultural Cycle Of Economic Development Status And Countermeasures Research

Since the "Reform and opening-up", the social economy of China's rural has made the substantial progress, the rural made the huge change.But while developing rapidly in economy,the ecological environment of the rural is in a fast deterioration,a great deal of non-constant factors has even already threatened the sustainable development of the rural seriously. Agro-circular economy aims at structuring "Resources-Products-Wastes-Reproduction"last closed loop type agriculture economic system,it is a new economic configuration that adapt to and optimize the economic strcture,utilize resource,environment protection,advance sustainable development rationally,and will become a kind of development trend in the 21st century.This paper draw lessons from the newest achievement of circulation economy explores both at home and abroad,base on the characteristics that the shann'xi province agriculture development, analyzed the present condition that the development of agro-circular economy development in shann'xi province,research and propose the counterplan,main content includes the following five respects:The first part:Theory review.Put forward the necessity of pursuing agro-circular economy,introduces briefly,the back ground and historical course of circulation economic theory,and briefly explains the basic theories of sustainable development,basic content of circulation economic theory.And finally introduce the study of circulation economic for this time both at domestic and international.The second part:The practice and theoretical foundation of agro-circular economy.Analysis theoretical foundation of agro-circular economy,its purpose is for structuring the theory frame of agro-circular economy further,and briefly explains the practice of domestic and international agro-circular economy.And analyzed and appraised the explotation process of agro-circular economy both at home and abroad.The third part:Analyses the non-constant factors existing in rural development in shann'xi province.Point out the natural resources in Shann'xi province coexists advantage and disadvantage, agriculture is fast growing, but energy consumption is very high, social supporting of agriculture is not enough to be insufficient; To a certain extent, have hindered the sustainable development of Shan'xi province.The fourth part:Analyses the present condition and some questions of agro-circular economy, it has gained the achievement of agro-circular economy,but not enough,and still have many difficulties.The fifth part:The countermeasures of agro-circular economy development in Shann'xi province. The paper proposes Shann'xi province develop countermeasures of agro-circular economy on finance,education,law and so on.The novelty of this research is to suggest related departments to focus on applying programmes in the process of developing agro-circular economy in Shann'xi province. The focus should be moved to a microscopic control method, from the macroscopic control method. The practical application is to send officers to do publicizing and investigating works in village, to take full-detailed working notes and to acquaint local people with the knowledge of environmental protection.
