The Research Of Administrative Coordination Mechanism In The Development Of Chang-ji-tu Rugional Coorperation

Chang-Ji-Tu region is a new member of the strategy of China's regional development, it is located in the heart of Northeast Asia and is an important part of China's participation in the UN Tumen River regional development strategy. This region is the only offshore area on the Chinese border. Chang-Ji-Tu area is located in the core region of Jilin Province, so long make great effort to plan to develop this area and build regional administrative coordination mechanism will become the reality of China's regional development strategy requirements. As the beginning this paper discusses the development in detail of Chang-Ji-Tu areas of strategic significance and importance and tries to explain the importance of the establishment of district administration and the regional political development in Chang-Ji-Tu region for the coordination of China's regional economy. It should be noted that this paper is based on the theory of government intervention which come from the theory of Keynesian and new Keynesian intervention and the theory of regional economic benefit as Pareto improvement. According to the State Council, "China's cooperation in Tumen River Area Development Plan-to guide the development of open long-Ji photo zone" in the region to give the four positioning Chang-Ji-Tu:1 , Chang-Ji-Tu border region defined as the development of important regional open.2, Chang-Ji-Tu as the Northeast Asia region is positioned as an important open area.3, positioning Chang-Ji-Tu region of China and Northeast Asian economic cooperation platform.4, defined as areas Chang-Ji-Tu new growth poles in Northeast China. Due to the long development of the region Chang-Ji-Tu is just starting out, there are still many deficiencies, the government regional development in the Chang-Ji-Tu will play a leading and central role, while the long development of the region Chang-Ji-Tu long process, but also by the Fast forward slowly and then turned to the historical process of steady development. The imperfect market economic system, official position and long-standing local protection ideas, so long as the Chang-Ji-Tu region there are many emerging regional issues, such as the vicious competition between local governments, "administrative barriers" that impede economic development of the phenomenon, the Government institutions to set unreasonable economic differences between regions and neighboring countries, the environment is too large and complex problems, and outcomes are to face this problem. According to regional development Chang-Ji-Tu these problems, this paper draw on more mature domestic development of the Yangtze River Delta region and the more successful the international experience of regional development in Japan, made a Chang-Ji-Tu should speed up the system of regional innovation, further improve Chang-Ji-Tu Figure district administration integration, the tendency by policy as much as possible to narrow the gap between regions, complementary to different regions. Led the government to strengthen the communication and the neighboring countries and won more relaxed international environment, building mutual administrative coordination mechanism to promote the Chang-Ji-Tu-round development of the region.
