While enjoying various advantages that the economic globalization brings, we still saw, the industrialization is transforming natural ecological balance, and human disturbance on natural ecosystems growing, the bearing overload and irreversible degeneration of natural eco-system resulting the global ecosystem hazard. Industrial ecology undertakes the coordination of social economic development and ecological environmental protection. Industrial Ecology in order to achieve full and recycling of resources, reducing environmental pollution, increasing economies of scale and quality, taking the industrial activities into eco-systemic circulation, the industrial activities on natural resources consumption and environmental impact of eco-system substances placed total energy exchange process, industrial activity and ecosystem to achieve a virtuous circle and sustainable development.In this paper, detailed analysis of content and theory of industrial ecology, based on the construction of industrial ecology through the evaluation index system, combined with empirical research areas. The article is divided into six parts: Introduction, theoretical foundation of industrial ecology, regional industrial ecological evaluation index system, evaluation of industrial ecology of Jinan City, the choice of industrial ecology of Jinan City, and conclusions.The first part is an introduction, introduces the research background and significance, research status and research ideas and methods of articles and other content. The second part consists of two aspects, first, the meaning of industrial ecology, respectively, from the concept, characteristics, influencing factors, the basic principles of several aspects of the path and carried out a detailed analysis; the second is related to industrial ecology theory studied. The third part is the evaluation index system, in the content analysis of industrial ecology, based on the idea of establishment of index system, by selecting indicators and to determine the weights end up evaluation index system of industrial ecology.
